Public targets must be HTTPS FQDNs on port 443. DNS answers are validated and the outbound TLS socket is pinned to a checked public IP. Linked evidence is bounded to two resources and 256 KiB each. PASS proves only the declared machine-checkable conditions against observed evidence; it does not prove authorship or semantic correctness.
